His Masters Voice

The Unsung Prahari's travails also appeared in the site whispersinthecorridors.com on 30th April 2009. And as expected the response has been quick and stinging. It doesnt require an IQ level of 140 + to make out from where it has come. I am reproducing it below

"I don't agree with the views/grievances of the anonymous "Prahari" as narrated in WIC 30-04-09. He appears to be from Officer (Group-A) side. I have had long tenures in dealing with career progression of CPMFs officers. The dissatisfaction reflected by the author is in no way sustainable. An officer joins at Asstt Comdt level after simple graduation, gets Senior Time Scale after four years, gets promotion as Dy Comdt after six years, as 2nd-in-Command after 11 years and as Commandant after 15-16 years. He becomes eligible for promotion as DIG after 20 years of service and then as IG after 24 years of service, although the promotions from DIG & above are subject to availability of vacancies in promotion quota. While such officers have severe allergy from IPS officers being appointed at higher levels or Medical Officers (with MBBS degree) being given time scale promotions, they never bother to take promotional care of their subordinate Constabulary, which comprises more than 90% of each Force and is real back bone of every Force. Whilst, an officer gets 4 promotions in around 15 years of service, a Constable does not get a single promotion even after putting in 20 years of hard service. These officers always get various incentives/perks from the Government in the name of hard duties actually being performed by poor Constables/Head Constables, but there is really none to hear their voice, which is, if raised, is suppressed at grass-foot level itself. This is the main cause of day-to-day incidents of suicides/shoot-out on superior officers by the troops. It is my humble request to the concerned authorities to do needful, whatsoever they can do at their best, for welfare/ promotional care of poor troops. "

I agree with the emotional storm,let off by this BSF officer.But,to a great extent,we ourselves are responsible.Ours is an elite Force,and we are expected to conduct ourselves accordingly.Why should we run after them?Amongst the outsiders,the majority is of the gentlemen and they deserve respect.But those who try to show off or do not give a fair deal to the BSF lot should be given a cold shoulder.Just ignore them.One such outsider came as a DIG when I was commanding a Battalion.Intoxicated with power,he wanted to maintain distance with the BSF crowd.So all commandants of the Sector decided to keep even more of distance.On his visit,theCommandant concerned,will receive him,and,after a cup of tea,will show him his room in the Mess.Other Commandants will come later,only if required.The visit was kept purely official.After a few months,this outsider got the message,good and proper.He realised the pains of isolation and neglect,and decided to become a brother officer in true sense.
    The BSF officers have to be pofessionally sound,and shouldcultivate habit of reading on different subjects of common interest.Any thing happening at International level,better know at least some thing about it.Best is to surf the net if you have accessibility.Or else,read news papers.Must improve your ex-pression,verbal,as well as,written.Do your home work and be definite about the facts and figures.Be united while facing the odds.
    Last but not the least,dont get intoxicated with the power of your position and start looking down at your juniors and other colleagues.Things have improved a lot and the future is in your hands.

  2. The facts have been very well said by a pained and concerned BSF Officer. Matter needs to be taken up at various forums. All India Para Mailitary Ex- Servicemen Association may also come forward in this regard.

  3. Colonels after 15 years service

    In a major decision impacting the age profile of Army, Navy and Air Force Commanding Officers, Government today fixed 15 years of Commissioned Service for substantive promotion to the rank of Colonel instead of the existing 20 years.

    "The Government today fixed 15 years of Commissioned Service as the minimum qualifying service for substantive promotion to the rank of Colonel in the Army, Captain in the Navy and Group Captain in the Air Force. The decision of the Government has been received at the Service headquarters," sources said here.

    Until now, Lieutenant Colonels in the Army, Commanders in the Navy and Wing Commanders in the Air Force had to put in a cumulative qualifying service of 20 years after commissioning for promotion to substantive Colonel and equivalent ranks.

    However, they became unit commanding officers even with just 16 years of service, as per the cadre management policies of the tri-services, but had to wait for another four years to be confirmed as substantive Colonels and to receive the salary of a Colonel.

    In effect, it would mean that there would be no more "acting" ranks of Colonel, Captain and Group Captain in the services.

    But sources clarified that the ranks of acting Colonels, Captains and Group Captains would be picked up by officers only in exceptional and operational situations, such as war or counter-insurgency operations in Jammu and Kashmir and North East.

    The Government decision would have no fresh financial implication as the posts of Colonel were approved posts, sources said.

    Usually, armed forces officers picked up the Colonel rank when they crossed 40 years of age. But with the new Government decision, officers would become Commanding Officers when they are of 35 years.

    The Kargil Review Committee, set up in 1999, had recommended that the age profile of Commanding Officers of units be brought down to let younger lot of officers to assume command of fighting troops.

    Also, the implementation of the Ajai Vikram Singh Committee (AVSC), which reviewed the career prospects and cadre restructuring in the armed forces, last year had resulted in a need to reduce the qualifying service for grant of substantive rank of Colonel. The AVSC proposals had aimed at lowering the age profile of Battalion Commanders.

    The Sixth Pay Commission, implemented last September, too had proposed 15 years service for Colonel rank in line with the AVSC proposal.

    I read the article Travails Of Seema Prahari. This article is an eye-opener for those who are still in the state of intoxicated sleep and doing nothing for the man who is standing days and nights for maintaining sanctity of the motherland. I think 6CPC has failed to give due share to BSF. It is a matter of great concern that Seema Prahari is becoming weaker day by day. I am very annoyed because there is nobody who can reduce pains and atrocities of Seema Prahari. The persons sitting at higher levels are least bothered. What to say to them "Log To Bacche Goad Lete Hain, BSF Mein Toh Baap Goad Liye Hua Hain". Till they are there Seema Prahari will suffer. Oh God you only can save the poor Seema Prahari.

Burgeoning number of men and officers seeking Voluntary retirement and going outprematurely is an unambiguous and firm evidence of dissatisfaction prevalent in the rank and file of the CPMF.We have often heard an adage that " Comparisons are odious". Agreed we won't make them. But ther is no harm in doing the introspection and measuring the factual position vis-a-vis the bechmarks we have so thoughtfuly set.When the rules say that a dierectly appointed Asst. Comdt is eligible to become Second in Command after 12 years of service, Why it is so that even after 15 years of service one is yet to become 2IC despite the fact that there is not a single blot in his entire career. A Constable completes his pensionable sevice of 20 years sooner than he picks up the 3 stripes of Head Constable. If things have stagnated to a stage where stench has developeds, the part of blame need to be shared by we cadre officers also. How many times these issues have been raised at correct forums. Perhaps very occassionaly. Infact this reluctance may stem from 2 factors- one, we lack abilty to express and seek justice or two,only limited few fight the battle and majority simply reap the rewards. For 1st factor I would say it is better late to seek self-improvement than never.2nd aspect is highly unsoldierly and to the extent that it is indicative of cowrdice. So let's get up from the slumber and take up our cause in the most legitimate and firm manner. Needless to mention, if we can't get pride and privilege for ourselves we can never get the same for our under-command to which we owe a lot. I would summarise it with saying- "Veer Bhogya Vasundhara."

By reading the article i remind two proverbs..'ADHJAL GAGRI CHALKAT JAAYE' and ' JAAKE PAIR NA PHATE BIWAAI SO KA JAANE PEER PARAAI'. more then 60 percent G O (except army and ITBP)will leave the job if they perform the duty of BSF offr. BSF.= best security force but the intruders are trying to spoil it just because of self interest. All medical offr of BSF may happy if they perform their duty and shun off the comparison with GD officers.

  7. Well........ What a colorful picture this Bastard (Read IPS)has painted.. This is the projection of our problems and issued being fed to the Central Govt by these Bastards.. Its high-time that the issues n difficulties faced by CPMFs be addressed by the Central Govt as soon as possible ro soothe the batterred and bruised pride of its men.... The IPS being the outsiders , have no right to speak about our issues... They do do understand the depth of all the issues as they havent spent a single night on Naka- machan along IB in western sector in ice-cold winters...U have to be ther to feel what it feels.. On the lighter side; I wish watever he has opined be true in future.. This will definately alleviate all the sufferings of this force... And They think that there was some recruitment drive under a banyan tree by some kachcha wearing official for selection of CPMF officers.. What a F***!!! They sud know that the Graduation is only required for IPS entry also.. The same is required for Defence forces also.. I want to say only one thing.. JUST F*** OFF FROM THIS FORCE and we will take care of ourselves..All the issues willbe automatically sorted out.. Just F*** OFF... to the elite place where they belong.. They are not at all required here..

  9. Its funny to hear that a Dy Comdt in BSF gets promoted to the rank of Second in command after 11 years of service, it is sheer fiction rather than factual. More over with regard to the promotional avenues of the 90% workforce, the policies have been framed by people sitting in air conditioned offices in Delhi who have never been in the field nor know the pulse of the force.
