More from Whispers

I am reproducing another post that appeared in whispers.

Shocking and painful
I do not know under what capacity some are looking after the career progression of BSF officers but if people look after career progression, how can there be any progression. Firstly,I would like to clarify that officers of BSF are selected directly as class-1 gazetted officers through All India Competetive exam conducted by UPSC. Hence they are not simple graduate. Graduation is the minimum requirement for appearing in other civil service exams which selects the elite IFS/IAS/IPS. People assume that officers of BSF are recruited under some banyan tree after simple graduation. Secondly, they mention that the officers gets timely promotions (4 in a span of 15 years). If that was the case there would have been no grievances. Let me enlighten that the time frame for promotion mentioned is the minimum required, as per the RR (framed by elite bosses from other cadre). The ground reality is even after 20 years of service a direct appointed officer is still holding the rank of Second-in-command (pay band-3) and still not sure of his next promotion. Thirdly, only rank of DIG and above is filled on the basis of availability of vacancy. Again I would like to enlighten that the complete rank structure from the humble constable to the overpaid officers are on the basis of availability of vacancy which is hardly there at the top. This is the reason for need to organise the cader properly. This point should not be interpreted as disgruntlement/dissatisfaction but is a requirement for smooth functioning of any organisation. Fourthly, BSF officers always remain with their troops in all sorts of condition and lead from the front. Proof of which is not regarded as casualty rate of officers is one of the highest in India. Fifthly, as mentioned that officers get incentive in the name of hard duties actually performed by constables, I would again Enlighten my friend that 95% of BSF(Officers & jawans) live in inhospitable and difficult terrains which is devoid of basic amenities. It is not that the officers live separately in some metropolitan/capital city and command their troops by proxy. They are with their troops ALWAYS on border posts. Of the 5% places available at various higher HQ in Delhi and other decent cities ,mostly is occupied by the top brass ( non-cadre officers). The incentive that a borderman gets (jawans & officers)in the form of hard duty allowance is not any favour or gift, it is a compensation of the sacrifice they do in the form of duty. The only grievance is that there is a discrimination between an army man and a borderman performing the same duty. Lastly, as regards to the condition of the constables of the force and their promotions .I would like to point that the MAI-BAAP of the force are the IPS officers on deputation, who are actually the rule makers and policy framers of this force. A BSF officer has no say in the career progression of a constable to officer of BSF cader. Leave aside constables of BSF even in state Police the condition are no better.

  1. WHO ARE CARING? IPS OR IAS, YOU ARE MEMBER OF BE SAHARA FORCE (BSF), YOUR FOUNDATION IS BASE LESS, SENSE LESS AND FUTURE LESS (BSF).

I can understand the feeling; rather I am going through the same anger and frustration. Why you are sitting duck and no one is there to help you? You have to search your identity again from very beginning. BSF was used to be custodian of border, now----------? BSF was used to be custodian of JAMMU& KASHMIR, now are you? Even BSF was used to be custodian of MANIPUR, but unfortunately at present you do not have anything to bargain. You all have to work hard to search your identity from very beginning.

You are member of unique force, where law is tought to catch your own man. Very few people dare to say any thingh,as you all are governed with stringent BSF Act and Rules. Firstly BSF should be governed by CCS rules like your IPS bosses and big brother CRPF (earlier you were) etc. as BSF has been treated at par by six pay commission then why this discrimination? BSF by its constitution enacted by the parliament is an Armed Force of the Union, it is a combat force which guards borders in peace, fights in counter insurgency, law and order duties and also fights alongside army during war(Kargil is a recent example, where we have lost so many person comparable to army beside this sacrifice by BSF in the 1971 indo -BD war is not unknown but without recognition) and yet it is not an Armed Force in the eyes of pay commission and Govt of India, as Srikrishna, does not find anything different between civilian and a BSF soldier and placed with twenty five. Attached & Subordinate offices? along with organizations like-

    BPR&D,

    NCRB

    Registrar of Cooperative Finance& development,

    Directorate of Coordination Police wireless,

    Central Hindi Training Institute,

    Central Forensic Science laboratory

    Central translation bureau,

    NCB

    National Civil Defence College

Sardar Vallabh Bhai National Police Academy

    National Fire services college,

    Inter State council secretariat,

    O/O Registrar General of India,

    Zonal Council Secretariat,

Directorate general of Civil Defence and Home Guard,

Committee of Parliament on official language,,

Reapatriator Co-operative Finance & development bank ltd (REPCO)

It was a flat slap on the face of thousands of BSF Officers and jawans who have sacrificed their lives for this nation. Judicial prudence of Justice Srikrishna is questionable when he treats BSF at par with organizations mentioned above. It seems vision of all members of the Pay Commission never ventured outside four walls of classrooms before inking this voluminous theoretical paper. Here BSF officer were failed to convince them as BSF has poorest PRO system. DG BSF had a chance to correct this anomaly but who cares? And why he does so? If Govt and your boss is not caring your force then why you? You should also evolve own ways and means as your counterpart BDR created.

  2. It seems that amidst this chaotic scenario when no one is listening to this legal demand of Organized Cadre, going BDR way is only alternative left.................... Unless few of the Bastards (read IPS and MHA officials) are shot in their asses; no-one is going to wake up...

  3. what do you all have to say about the annual medical ritual of officers in BSF? All mumbo jumbo about non cadre outsiders and apathy of this apathy of that and what not ...but are we not being systematically downgraded , demoralised and downgraded by semiqualified and physically unfit doctors who determine your destiny in 15 minutes? Lets first purify our home before cleansing the cadre.
