finaly the efforts for the bordermen's and other cpo personnels welfare are getting recognition. the systematic and logical way of projecting the demands and reflecting the anomalies deserves great appreciation. however the word "dejected" used in introduction on the home page could be replaced by a softer one like "neglected" or "sidelined". anyways hats off to the overall great effort. keep going, we are with you.
It is naive to discuss wether we need CPMFs or not. The focus of discussion needs to be upgraded to the aspects like, 'do we have a proper framework of security setup'or issues like 'loopholes in our vision for internal security'. It is unfortunate that today Vir Sanghvi has to come forward to the rescue of CPMFs feeling concerned about 'attitude' towards CPMFs. The system lacks organisational 'self-repair mechanism'. It is more than two decades when CPMFs fought insurgency in Punjab and J&K, in addition to its prolonged deployment in Noth-East. Many soldiers have died in exchnage of fire and in IED attacks. Just consider some basic questions and you would come to a naked realisation of hollowness: a. Men in CPMF are exposed to disturbed riotous situations involving fierce exchange of fire in cities and jungles. Does force has appropriate vehicles for men to be launched in? If Maruti Gypsy is the mainstay of force till date then only god can save this country. Procurement of a few Caspir vehicle from Israel should not be counted as counter to this question as BP protection is basic to all vehicles used in operation. Just see the vehicles in use in flag marches in Naxal states and situation would be more than clear that men whose vision matter are not available. 2. CRPF has suffered organisational asphyxiation to a level where the under command was never available to the Commandant for a long time. It is good to have open democrat minds ruling democracies but it is suicidal if they start commanding the companies. By deploying companies away from commandant on prolonged engagenets CRPF Battlions structure has been so ruthlessly shattered that Commandants have forgotten the feel and weight of the Command pressure and on the other hand men undercommand have lost the touch with the command. It is pity that even today Home ministry deploys "COMPANIES" for election duty and not"BATTALIONS". Anyone who has not been a soldier can never realise how adversly it affects the command function of soldiers. Just imagine a young CPMF company commander left unprotected, alone in a Naxal affected district for election duty facing a SP and DM who start coercing him with total disregard to the security parameters. Poor company commander either submits or suffers. I have no doubt that a history of similar factors caused the situation like 74 CRPF killings in Chhatisgarh. It is pity that nations has not learnt. Our reaction is still short of the requiremnt. The changes are ornamental rather than organisational. The understanding is short of maturity. The vision is myopic and politicised. "Aap jo bolo ho jayega" does not work for solderly situations. 3. Mr Sanghvi it is good that you spoke of us. CPMFs are forces and this has not been realised. Force yields only under proper command. 4. CPMFs have been reducing calls on Army since last many years. Just think if BSF was not sent to valley then what was the last resort? To maintain the health of the democracy nation must keep its forces modern and evolving. CPMFs are not properly evolving as they have been neglected. Media also falters many a times with improper and plagued coverage. 5. The proof of utter neglect of CPMFs has been the deal given by recent Pay Commission. It is a question of lack of judicial and political consience that has demoralised CPMFs. The recent spurt of volunatry retirements is the indicator.
There are many more issues but i just thought to react on your letter that is welcomed by men in CPMFs.
Dear Mr Negi after going through your comment on Mr Singhvi. I appriciate your point of thought. What Mr Singhvi had written is one aspect of the pathetic situation of CPMF.Where as your point is other side of the coin which aptly fits on our conditions. But I have a question. Is any one is reading/listening such blogs from the govt. Or will there be any action on such issues just writing in blogs? I dont think so. I think time has come to project these issues at write forum at correct time and as early as possible
